Well, drugs have been around for a while, and of course, narcotics date all the way back to fourth century B.C.  It was on this date in 1890, that Oakland, California passed a law making narcotics like opium, morphine, and cocaine available by a doctor's prescription only.  It was not until 1905 that anything nationally was passed, but it seems like Oakland was ahead of the game.  I am actually surprised--who would have thought Oakland would do this first?
